HEP Action Releases Report Showing 2026 Election Policy Changes and Implications of Democratic Sweeps on Election Day

Today, Honest Elections Project Action released a new report, Two Roads Diverge: 2026 Shows Republicans Secure the Vote While Democrats Rewrite the Rules, highlighting election policy changes made in GOP and Democratic states across the country in 2026 and analyzing how election policies could change in states across the country if Democrats sweep into power in the midterm elections.

Most notably, state legislative races in battleground states like Pennsylvania, Michigan, Wisconsin, and Arizona are leaning in favor of Democrats. With majorities in those states, the HEP report warns that Democrats could finally have enough states to implement the National Popular Vote Interstate Compact (NPV), which could send the republic into a constitutional crisis

The report finds that:

  • Republican trifectas continued to concentrate on the fundamentals of secure elections: verifying citizenship, cleaning voter rolls, strengthening voter ID, and banning ranked-choice voting.
  • Democrats moved in the opposite direction, enabling automatic voter registration, limiting the use of citizenship data for election officials, and moving mail-in ballots to the supervision of the postal service. No Democratic trifecta state requires proof of citizenship to vote.
  • There are 36 governorships and 88 legislative chambers on the ballot. A single flipped seat can hand a trifecta to the other side or break one apart.

Jason Snead, Executive Director of Honest Elections Project Action, released the following statement:

“The stakes are high for election integrity this November. With several states on the cusp of gaining trifectas, voters need to be aware of the radical agenda that Democrats will undoubtedly push, as demonstrated in Virginia, should they sweep in state legislatures. Republican states have taken steps to ensure honest and fair elections for both parties, but every Democratic state trifecta has allowed lax voter regulations that create undue risks for fraud and damage public trust in outcomes. Americans from every state deserve fair and honest elections no matter what political party is in power.”
